Career and Technical Education Report Needs Work, NEPC Review Concludes

A recent report purporting to highlight effective models of career and technical education doesn’t deliver on its stated objective, according to a new review released today.

Worse still, the report reinforces the harmful mindset that considers career and technical education (CTE) as somehow in conflict with college preparatory curricula, writes reviewers Marisa Saunders and Jaime L. Del Razo.

The reviewers, who are affiliated with the Annenberg Institute for School Reform at Brown University, reviewed the February 2014 report "Updating Career and Technical Education for the 21st Century," published by the Lexington Institute.

Their review for the Think Twice think tank review project is published today by the National Education Policy Center, housed at the University of Colorado Boulder School of Education.

The Lexington report was written by Kristen Nye Larson, identified as a Lexington adjunct fellow. The report asserts that CTE enables students to graduate from high school equipped to meet the needs of employers in a rapidly changing economy, but that schools are failing to unleash CTE’s potential.

The report falls well short of its promise to highlight the “most effective models” for CTE in the U.S. and to discuss elements best suited for replication, the reviewers find.

“The showcased program descriptions provide limited evidence regarding effectiveness, and the report neglects to identify how programs and practices could be replicated,” Saunders and Del Razo write.

Further, the report fails to detail the importance or impact of programs that bridge CTE and academic curricula, they point out – even though it does refer to some programs with the potential to make that bridge. In its push for revamping existing CTE programs or creating new ones, it only superficially explores the areas it claims need attention from policymakers and educators.

Saunders and Del Razo say the report manages to over-reach and under-reach simultaneously: It uses “a few poorly developed examples to make broad claims about key attributes of successful programs”; at the same time “it does not fully capture the potential of high school CTE.”

The report ignores the need to ensure students graduate with a broad range of skills and knowledge, equipped “to move between higher education, on-the-job training, and work,” they write. As a result, it seems likely to reinforce longstanding divisions by social class that funnel students from lower socioeconomic backgrounds disproportionately toward a vocational track, while affording those from higher socioeconomic backgrounds greater access to higher education – and the higher incomes associated with it.

Saunders and Del Razo are principal associates at the Annenberg Institute for School Reform. Saunders has conducted extensive research on efforts to improve the high school experiences and outcomes of students through approaches that integrate an academic and career-based curriculum. Del Razo’s research interests include examining access and equity in education, particularly for students of color, low SES students, and immigrant students

The company decided to invest in the Leica RCD30 based on the camera’s ability to capture highly accurate imagery with fast cycle times. “Low-altitude photogrammetry improves safety by keeping ground survey consultants off busy roadways while picking up extremely accurate survey data on the travel lanes,” said Edward M. Rooks, the firm’s vice president. “The Leica RCD30 was the only digital camera that would allow us to take rapid-fire images at altitudes of 350 feet with high clarity and accuracy. It also mounted easily to our helicopter and integrated into our existing workflows with Leica SoftCopy Mapping Station software.”

The company has already used the technology to map a section of Florida’s Interstate 10 for a resurfacing project. According to Rooks, the Leica RCD30 provided consistent imagery that exceeded accuracy requirements. “The imagery is so tight that [the client] can evaluate the slabs of concrete directly from the image,” Rooks said. The firm will soon begin work on the Florida Department of Revenue statewide digital orthophotography program.

“The RCD30 is an excellent investment for us because it allows us to provide our existing clients with faster service and better imagery, while also opening up different opportunities for us in applications that require digital image acquisition—whether it’s FEMA work, beach erosion mapping, seagrass mapping, or county-wide digital orthophotography.”

You still get foliage and save on water consumption.

The California Flat Track Association (CFTA) is bringing a new level of professionalism to flat track racing on the West Coast in 2014, with its second year of its King of the Valley Series. In 2013, the new series attracted top professional and amateur talent on the West Coast as well as major talent from other parts of the U.S.

"We were blessed with a phenomenal turnout of top pro riders in our first year at Chowchilla. AMA Grand National riders Shayna Texter, Briar Bauman, Jethro Halbert, Kayl Kolkman, Rob Pearson and Mikey Martin all competed in CFTA races," stated CFTA owner Randy Kremlacek. "Our goal in 2014 is to continue on our success and provide the best race track experience possible for our riders".

The pro motorcycle purse will be $1,500 and the pro quad purse $500 for each of the six events, making CFTA the top paying series on the West Coast. CFTA recognizes the financial burden of professional flat track racing and endeavors to put money in racer’s pockets.

Chowchilla Speedway is a well-groomed 1/3 mile clay, blue groove track. Combine nine degree banked turns, super sticky clay and a robust quad program and the result is an extremely fast and wide racetrack.

Chowchilla is conveniently located in the middle of the San Joaquin Valley, pulling racers from up and down the West Coast as well Nevada and Arizona. The facility has spacious pits, excellent track lighting and a well-trained, professional staff. The emphasis is on families, sportsmanship and fair racing.
